Statewide Commission on Recycling Submits First Set of Policy Proposals to the State Legislature

The California Commission on Recycling Markets and Curbside Recycling (“the Commission”) released its first report with policy recommendations on December 21, 2020, ahead of the January 1, 2021 deadline. The Commission was formed under AB 1583, the California Recycling Market Development Act (Eggman, 2019). CAW’s Director of Advocacy, Nick Lapis, was appointed as one of 17 Commissioners, representing the environmental community in a diverse set of stakeholders including recyclers, waste haulers, local jurisdictions, and others.

The Commission was tasked with evaluating the current state of waste management in California and deliver a set of policy recommendations needed to meet the state’s waste reduction, recycling and market development goals. After hundreds of hours of meetings and stakeholder engagement, the Commission issued its first report, which includes 19 policy recommendations on:

  4. Problem Products – Incentives and Disincentives

  5. State Agency Buy Recycled Campaign

  6. Recycling Market Development Zone Loan Program

  7. Consolidated Permit Process Utilization and Enhancement

  8. Governor’s Office of Business and Economic Development (GO-Biz) Enhanced Role

  9. CalRecycle Market Development Focus

  10. Controls on Plastic Waste Exports

  11. Carpet Stewardship and Flooring

  12. Food Recovery Policies

  13. Right to Repair Proposal

  14. Beverage Container Recycling: Changes to the Bottle Bill and Support CalRecycle’s AB 54 Report

  15. What is Recyclable?

  16. Design for Recyclability: Plastic Container Labels and Shrink Sleeves

  17. Design for Recyclability: Beverage Containers

  18. Label Restriction to Stop Plastic Bag/Film Contamination in Curbside Recycling
