Sep 16 - Encinitas City Council Okays Phased Bag Ban and Fee

The Encinitas City Council voted last week to direct city staff to draft an ordinance that would phase out / place a fee on carryout bags. Tanya Mannes writes in the San Diego Union Tribune that public support for a ban at the city council meeting forced the vote:

Councilwoman Maggie Houlihan and Teresa Barth, who have been strong proponents of the anti-litter initiative, were joined in a surprise last-minute switch by Councilman James Bond, who previously said he didn't support banning plastic bags. The "no" votes were from Mayor Jerome Stocks and Councilman Dan Dalager. Barth compared plastic bag bans to the anti-smoking movement, saying people can learn to change their behavior and keep reuse plastic bags...Bond said he went to the meeting opposed to a ban, believing the state should take the lead. But after hearing public comments, he said he changed his mind.
